They are probably good friends or they are relatives and this will continue until there are no more orangutans in their forests. And you are absolutely correct that there are few safeguards in place. The president of Indonesia (Joko Widodo) is nothing but a criminal himself so there is very little hope for saving orangutans because criminals can post videos like these and they are rarely brought to justice.
