Bro the thing you need for the end of the handlebar is called handlebar weights. You can add the protection bars with the weights. If you need i can send it to you from here in Chicago.

Cut internal threads at the tip of handle bars, get a threaded sleeve made with internal threads and use your original bolts or bolt directly into the threaded handle bar. There are many machinists who could have easily done that, around the area in saddar where your mechanic was. I am surprised he did not advice/help you in this regard.
Original BMW handle is 14mm but aftermarket one is 12mm internal Diameter. I probably have to go back to original replacement if I can't find the bolts

You may try the expansion bolts (aka rowel bolt) for creating handle bar end anchors. They are common and available at hardware shops
