You can literally open up 4 accounts at a bank and have your checks automatically split up by Percentages and deposited into those accounts. Each account will have its own card. If you want to have a card for each account. I wouldn’t get a card for my savings account I would just leave that account alone letting the money build up. If you need the money transfer the money into another account. But the benefit of doing it this way is let’s say you want to go out with some friends you can take the card for the Fun account that way you’re not accidentally over spending and dipping into your other money. Then you can setup automatic payments directly from your needs account you’ll be on autopilot and everything will be getting paid. The only account that will need attention is investments because you have to choose what to invest and how much you’re going to invest and where at. Do you need to grow your investment account so you can make bigger investments for a larger ROI that’s completely up to you. But yeah this is what I’ve been doing

You need to take a deep dive of your spending for the last 3-6-12 months. Categorize everything you spent money on. Fun shopping, hair, and everything else.This will give you better averages, because it's your actual spending habits data. Then set the budget amount off the averages. However much you aim to save should be taken out first, then adjust the rest of the budget from there.
