I *think* when Mel's mom says your council is dead, she means enough of the council died that it's no longer a functioning body. The "Council" is dead, not all of the councilors. Not holding a lot of hope out for Mel though, lol.

If I had to make a prediction, this is all from the first 3 episodes and the rest they're keeping under wraps for now. And to me, it looks like:
The Enforcers put out a bounty on Jinx, but the people of the undercity won't turn her over because they see her as a heroic Robin Hood figure now who attacked the rich council for the sake of the poor and downtrodden. Then there will be a second attack on Piltover, potentially during the memorial for the dead councilors? Caitlyn will be the one who saves the day, impressing whichever leaders are still alive and getting a promotion. Mama Medarda wants a full on war with the undercity, but Caitlyn insists that if she leads a small force in to take down Silco's main lieutenants and get rid of the Shimmer, they can stop the attacks from happening while minimizing civilian casualties. And Vi reluctantly joins the Enforcers just to make sure Jinx is stopped and arrested but not killed
