The inspector must not have completed any EZIC tasks given during the game. On day 31, he must neutralize both attackers and must not escape to Obristan afterwards. In the next morning, his information audit shows only minor infractions and he is permitted to return to work. A deal with Kolechia is reached and the checkpoint will remain open. This is the only ending that will unlock the code for endless mode. The code is listed in the transcript tab.
There were a few anomalies...such as accepting bribes for entry, cutting a deal with a corrupt guard, befriending a known drug smuggler and criminal, selling a terrorists' bomb for spare parts, letting in your co-workers significant others without proper documentation, authorized passport seizures of foreigners, stealing and pawning a digital watch and accepting a bribe from the same applicant, detaining an Arstotzkan to prevent him from retrieving a sports' pennant, letting in multiple known criminals and failing to detain a notorious serial killer to play into an unhinged father's vengeance complex, and attempting to forge documents and flee the country...but you never helped Ezic. You're good.
In the Official Bulletin, it did specifically state that anyone who is part of a "suspicious group" is arrested. It didn't specify anything else.
After reading this makes me think that M.Vonel may not be as bad as he seems.

To be fair, letting a drug smuggler in or not stopping incoming terrorists isn’t noticeable, since they do it for their own beliefs and reasons. It’s just that EZIC is literally trying to topple the entire government, which is something Arstotzka cannot accept.

Many players have avoided this ending some calling it boring I also didn't like it at first but now I realize why that is so the reason is this ending is secretly shocking not in being provocative but because the player embraces and preserves the dystopian environment I do believe that it is best course of action given the circumstances but there is a reason why this kind of story is not commen in Hollywood movies in a way it is similar to the comedy thank you for smoking except whith a dark serious tone

l like this game because on this ending you can shoot the terrorists, but my question is why not do this in the first terrorist attack when that one guy runs and climbs over the wall? I get it how it will be too late for the suicide bombing attack.
