At first try to get the same EEPROM new end try to write out of any circuit. If tis is successful take the EEPROM out of the Circuit by soldering. Insert a Socket (maybe zero force socket). Try to write not Incircuit, then verify. Reincert the Chip and fasten it in the socket or resolder without a socket. With care or you will damage your device by overheating the conductive lanes, or electrostatic discharge, or reposition other components !
May be programmer issue ' or may be protected so you need unsoldering it and read it outside if same issue replace the I2C same one with the readded sw

Did you solve this? Having same issue. I worked out it needs 5v to write, so I have done this mod. But still can only read not write.
Yes, it was operator error, you have to make the chip "BLANK" before you can write new data to it.

would you have a map file for 2012 Jetta 2.0TDI ? well I have a 2015 Passat 6mt but Ive been told that the file off from jetta works too
