But now I don't see her appearing in Reward Domains, never. Was it just a Bug or what...?

Its pretty rare. I've run into it less than 10 times tbh. (Without abusing the strat).

Its a perma upgrade you unlock. You need to clear the first plane for it to trigger.
can i do this method with pela as the only ice character? no preservation characters either
