Can't say much on the free chests/battlepass stuff since I never interact with it, but when it comes to feats of strength the boots really aren't that good. It's really situational on whether you should buy them or not ( when reaching 2 items ) and a lot of the time your winrate will go down if you buy them right after. The only t3 boots that are semi worth getting instantly are swifties, since that amount of move speed can make a big difference. And the reasons why winrate usually goes up when feats of strength are completed is that the free stats your t2 boots get are nice ( especially on swifties, cuz 5 free ms is insane compared to something like berserkers getting +5% attack speed ) and in low elo its generally a mental boom for the enemy team because its early in the season and they think t3 boots are broken. Cassiopeia literally had the biggest winrate increase because she cant buy t3 boots while still getting bonus ms, which kind of just points to how little of a boost they are. Also ye, the new epic monster is pretty broken ( even tho I think the 25% increase to buffs effect is better than the GA one ).
I was in the closed beta in 2011 and.. the game has gotten better. It's nowhere near as good as Wild Rift, look at the skins they get and you'll have something new to be mad about. Removing the chests for getting an S is really annoying, you can get them through mastery now but it forces you to play a lot of champions you don't want to, sucks for people who main only a few characters or one role but it seems like they want people to main one champion less and play a wider range to adapt to different team comps and counter picks.

Short answer : No. They do not. They only pay some attention to numbers, not to player experience. And even when it comes to just numbers, there has been times they just pull shit out of their own ass and then act surprised when it backfires.
