You don’t need to have a premium membership. The PIP does work but I noticed that it’s not available on all TH-cam videos you watch. I hope that helps.
hey all, in youtube app, bottom right -> click on your profile picture. then, top right -> click on the settings button (cog/gear icon). then, click on 'General'. then, turn on 'Picture-in-picture' mode. There you go. If this doesnt work, you also have to have it enabled in your iphone settings -> general -> Picture in picture -> 'Start PiP Automatically'
