New Holland always has excellent quality of hay, silage, and manure equipment. Especially when they were Sperry and Ford but since it's become part of Fiat. Mechanically they're still excellent but sheet metal in the manure equipment at least is lousy for durability.
Between the stone and the holder are several rubber rings and 2 metal sleeves that may have some rust binding. Remove the ratchet cap. Push the stone up and remove out the top. Clean the sleeves and holder. Move the rings and sleeves up and place back in holder so about an inch of stone is out the bottom. Some WD-40 may help slide back in. If the side of the stone that's been used to sharpen is rounded or rough it may be a good idea to flip the stone over. Tighten the ratchet cap back on 1/4 to 1/2 turn past hand tight. That squeezes the rings to hold the stone from moving up and down. Turn the stone holder up till it clears to go into the cutter box and set till it just touches the knives. If it gets to where the stone isn't reaching the knives and can't pass through the opening through the cutter box side the knives may need to be reset. Hope this helps.

How do you adjust the stone to sharpen blades? I cannot expose more of the stone

Probably about as big around as my pinky and 10-12 inches long. The important thing is that it's DEAD!!!
