You can use web application for sql server database hosted remotely, for windows based application, it may create problem as beginners to access remote database.

Do not use this service if you plan to have an application which has to be stable all the time. Their servers are currently down and they do not have any support services as well, not to mention you can't get a backup of your database. I have been trying to contact them for a year now and they still do not reply.

For this issue you have to install sql server version 15 and restore the version 16 database in the version 13 server and then create a new backup
