It is thickness that decide the pressure. Second factor is cost if CS thickness comes very high, one has to go for alloy steel.

How Aluminum seamless pipe as per SB 241 is produced? And how tubes as per SB 210 is produced?

There is no difference in manufacturing of pipe and tube, regarding Aluminum grade you have asked, I am not aware as never come across of this grade. But most soft material such as copper are made using Extrusion process.

You can do etching test for the pipe cross section. If there is weld it will be visible.
