Phoebe was the only one who from day 1 was open to her gifts. Piper hated being a which and at any chance she was ready to give It up, Prue resented the idea, Paige took some time getting use to It. The only one open was Phoebe, she discovered the book, read the spell, etc

My thing is the focused so much on her whitelighter side we never got to see her develop witch powers and her job was perfect for her with her whitelighter side and helping people.
Huh? She DID develop as a witch, she improved her telekinetic orbing, her spells and potions, her knowledge, strategic and combat skills. So we DID see it. Developing power does not always mean getting new ones.

Before she was constituted as a Charmed One, she learned by way of the episode ‘a Paige from the past’ that her orbing is a fear response. In this reality, she was not Charmed at this time so, she could not call for anything and fighting demons for 1.5 years elevated her confidence level so she was no longer afraid of a knife wielding human. The writers did a great job here

The fortune teller said Phoeb's true love's name starts with a C. They both thought it was him, and he has held on to that. It was Coop in the end. But in this reality, she died. So present was basically a blip and shouldn’t have been there to begin with.
She only retained her orbing power because the power of three hadn't been reconstituted yet and she always had the ability to orb because she is half whitelighter. She still had very basic witch powers because she was a witch at birth so she is innately magical, and Piper and Phoebe taught her well. When Paige orbed into the alternate reality, she assumed that Paige's life or the life she was supposed to have, they say it somewhere in the full episode.

There is some nuance. To many the show really was at its high point with the first season that brought in Paige and the season prior so seasons 4/5.. After that and with the defeat of The Source the series started declining and had some bad retcons with stuff like the existence of The Cleaners. The worst was when those twins were introduced in the final season with Billie. At least it had a good series finale though.
