U will get the Ans from 2 ND chapter on words why soil is sat. Any way soi is sat because void space is very veryy less in soil. Then gravel. Keep some amount of soil in ur palm so that u will see proof.

Because if it is not saturated then soil will store some water and q that we will get would be less and permeability we will get would be wrong
