After all other options were exhausted, they enticed the Browns to move to Baltimore. It was done in the open. The NFL immediately gave Cleveland another team, and they were allowed to keep the name and history. If Cleveland was not awarded a team, they would most likely tried to get another team to move there In the early 80s, many cities were opposed to spending tens of millions of dollars for wealthy owners to have new stadiums. That has changed over the years. Irsay was a drunk, and a buffoon. He was widely considered the worst owner in all major sports at the time. He would say one thing one day, and deny it the next. He was difficult to deal with. The City offered $25 million in upgrades to Memorial Stadium, which used to sell out every game before Irsay bought the team. The only good thing about the Colts moving was getting rid of Irsay!.

Your timeliness is off 2 years because Irsay contacted indy in 1982 that's why the Hoosier Dome was built on a possible move.
It's not, I mentioned that Irsay contacted a number of cities prior to 1984, with Indy being included.
