I reached max money by fighting mr. shakedown and I almost never used weapon heat actions,because legend style heat actions also do a shit ton of damage,just spam grab parry and essence of 88 and you're golden

Brawler is the most op style to use when you don't have legend. Just get your first business area to 100% and unlock the locked abilities,get drunk, and go bully shakedown especially spam the finishing hold and counter hook multiple times it worked so well I'm not even scared to fight him in very crammed area
Simple solution: Stock up entirely on slime guns Slows him down and does good damage For me it takes like 3 to 4 slimeguns to kill a maxed out mr shakedown on hard mode
The Dragon Driver (the golf club) does insane damage for it's heat action. It also leaves him on the ground for a bit and unlike most weapons the Driver won't whiff when he's on the ground.
My only tip for not having Legends and battle Shakedown is just maxed out Brawler especially getting the Snatching Strike, 3 bar to punch faster and then grab him and you can still do it while he on ground to just dont lock-on
Eh? Brawler counter hook and beasts bear hugs (with beast perfect block damage nullification) and 2 beast heat actions at the end also perfectly serviceable. No alcohol needed, while throwing around a man the size of a car like a ragdoll. (Broken ribs and punctured lung guaranteed)
I just used golden shotguns and super alloy bats to beat mr. Shakedown until i got the legend style, but i used the other styles sometimes when i was able to do decent damage.

how tf is mr shakedown is packing 5 billion yen when i see mr shakedown he only packs a bill or two its not like i defeated egashira 3 or 4 times but i beat him more than 30 times
For me I run around and build heat by doing the brawler cheese where you bait a charge and then hit him with a X, Y. and then when I get to 3rd heat I switch to beast and do the bearhug/back breaker move.
im not sure if its a bug or not, maybe its intentional, but the zap gun does insanely massive damage to mr shakedown and only him. i think it might be on purpose since it only powerfull on him. but seriously if you have trouble with mr shakedown just take one or two zap guns and you're set. you can delete an entire one of his health bars with like 4 shots Edit: after using it more it seems like any boss-like enemy with a big healthbar takes massive damage from the zap gun so im guessing it's intentional. if you can get amons glasses then you can kill mr shakedown with a single zap gun

I don't remember what it's called specifically cause it's been awhile but basically they have to be stunned while you're in rush to use it, it also hits multiple enemies if there's a group around!
