You cannot measure 18 inches. So, what you do is, you move slowly till the curb line is at the center of your windshield.
This is some of the best advice I ever got as a new driver; every time I hear "18 inches" or "about a foot" I laugh. How does anyone ever think that guidance is useful?

You don't. A good way for me is to make sure the right side of the steering wheel does not cross the curb sorta, bring your right leg to the "middle" of the imagined car in front of you, and there may be some shape on your windshield wipers or dashboard as a marker.

My car is so old it doesn't have a passenger side mirror. It's so difficult to P park and park near the curb. I usually wait until I feel the tire touching the curb, then I back up a little and do it again lol.
