That is patently false, though. Many players have beaten the Pokémon games (and thus became League Champion) using a No Items In Battle restriction in conjunction with level caps and nuzlocke rules. It’s up there with requiring Set mode and incorporating level caps as a pretty basic way to make even the vanilla games more challenging. Items in battle are broken as fuck but not at all necessary to beat the game.
