It's got to the point where I don't believe anything that Goldstein says anymore. He just throws things out there just for the sake of filling airtime. There is no way on this earth that he actually would prefer a 16 team league. He'd be the first to call it boring and over too soon if there were 16 teams in the league.
Money is the issue, players on obscene money, UEFA/Fifa trying to milk as much money as possible. Clubs trying to make money to pay the players by playing stupid “tournaments” in Asia and the US, to try claw back revenue during pre season. Then over charging the actual fans for games and kits. If managers and players want to play less games, accept less money.

Sometimes stupid NPCs need to be reminded that in recent years Wigan and Birmingham won The FA Cup in the same year they were relegated. How many of the Premier League regulars wouldn't give an arm and a leg to win the FA Cup? Also, Wigan already in the Championship almost won The Charity Shield the next year. So what is a competitive team? Should clubs that have won nothing in more than 8 seasons be automatically relegated? Also, why does the Manchester City-controlled FA not allow clubs that want to compete to be able to buy players? I recall Manchester City buying at least 5 full squads until they got it right. So, certain clubs, including Wolves, Nottingham, and also giants like Newcastle are prevented from competing. So, why create a "Super League", because that is what is being proposed if the "Super Clubs" are unable to buy players, aside from Manchester City, that is?
Imagine having a 16 team league and still getting your Burnleys, Southamptons, Norwichs getting promoted every other year. These teams are too good for the Championship and not good enough for a 20-team premier league, how do you think they'd get on in a 16-team league?! Surely it would only widen the gulf between the prem and the championship.
I'd reduce the number of clubs to 8 so that Clubs and "Nations" could play more irrelevant tournaments that nobody is interested in watching. Why not a European Championship every 6 months and a World Cup every year? The FA already destroyed the English game, might as well shove the spike into the small heart that is left. changing teams numbers won't decrease the gap between top and bottom. The gap exists simply because teams at the top can massively outspend the other teams. It's only about money. A rich team can make huge risks on signings and be wrong and still have money. Bottom table teams don't have that option. Simple as, changing team numbers or doing anything other than normalizing spending is a red herring. And honestly many British fans like the league where only the richest ever win no matter how much they complain. they don' t want a truly level playing field.
How about we split the league after 19 games. Top 10 play each other twice for the title and European places. Bottom 10 play for survival and relegation. Will make the premier league more competitive and balanced

the only pro for 16 teams is seeing big teams take domestic cups seriously. League wont be over early and a winter break is easily done

Carabao cup could be played without the premier league teams. I do see the arguement when teams doesn't seem to be competitive.
the issue with this is then sponsors dont pay because they want big teams for more views.
Just get rid of Caraboa, and we’d be mostly clear of the fixture congestion issue. It’s redundant with FA cup
