      Resisting arrest is most likely one of their favorite tactics to use, since it's vague and can be applied to almost everything. If the guy tried to put his phone in his pocket, that's resisting arrest. If he asks them to say why he's being detained, that's resisting. While a fair amount of resisting charges get dropped, it's the cops' "in the moment" (or whatever the reason is) excuse to be as sadistic as they want.

      One problem: *WHAT* jury? There is no jury. These cops are still working, never even written up, not even a work related slap on the wrist. That's the problem, it's not just the cops. DA, AG, Judges, Mayors, the Governor, they're all good with this. If anything, they're just mad they have to justify their behavior.

      I was in a motorcycle accident wearing shorts and a tank top, had road rash all down my legs and back. It was pretty painful just moving for a month afterwards. But thankfully I healed and can hardly see any scars. This man went through much worse, and it wasn't an accident.

      I saw an interview of an Australian man who copped third degree burns in a bushfire. He described the pain as "infinite". I know the burns unit in my hometown has to keep sharp objects away from patients so they don't try to commit suicide.

      I picked this one because it is official, not just some YT poster.
      There are dozens more out there, saying "Punish the Perps," "Make them all ride the lightning," "the only good suspect is a bleeding suspect." etc. Most of these classes are to White LEOs only, and the N-words fly everywhere. I couldn't find the YT I saw awhile back, but the "sensitivity training" was by a group of fired, de-certified, convicted criminal cops. Chiefs love to throw money at these monsters. Increases their power.

Unfortunately we have widespread corruption and it is being backed by large amounts of money being used for other interests. So, simply getting more funding isn’t going to fix the issue, when money is being put into actively not fixing it.

    If any civilian deliberately held someone down to tarmac causing that sort of third degree burn and long term scars they would be facing serious charges, but once again in your country the police do this and no doubt after an internal investigation where the police body cameras will all mysteriously be on mute they will find they did nothing wrong. Even if a court sides with the victim those responsible will not have to pay, that will be down to the city, until you hold those responsible accountable for their actions you will keep seeing this sort of egregious extra judicial punishment occuring.

      They didn't know he had a warrant when they "detained" him that day. They were there because of a theft report by his roommate, which had nothing to do with him.

      It would seem by releasing any police records after he has been violated is there typical response for justification. By releasing his alleged warrant for his arrest and all of his prior crimes using that to claim well he was a criminal anyway so it doesn't matter what happened to him. This is a well orchestrated maneuver to nullify their actions to the public which makes the public believes consciously or unconsciously believe he's a criminal so it doesn't matter. However it does matter no one's criminal record of the past should outweigh the injustices committed by Bad Cop Behavior. This is done in many cases involving black men. And it should not be tolerated. Police officers are dare to detain question arrest and escorted to jail they are not judge jury an executioner. If we people do not start to stand up to these corrupt cops this will continue

    How is it that it's been this many months and the officers that cooked this young man are not under arrest? That was torture.     As a general rule, I am against the DOJ taking over local police departments but in this case, I'm going to say that evidence strongly suggests PPD is incapable of changing themselves. The rot is so deep they can't change their ways on their own. A significant transformation obviously need to take place in this department. Criminal charges need to be levied where evidence merits it against the officers and command staff. They know they are under severe scrutiny and yet repeatedly continue their corrupt ways.
