No, this is a 24 scale model and lights and sound is not present. You can check for 1:32 scale models, they might have light and sound.

Well, this is certainly not meant for 3 year old kids. There are small parts that can be dangerous for small kids. Please do not let your kid play with this model at this age. Let them play atleast when he/she is 7-8 years old.
