The team is supposed to represent certain aspects of the superhero universe. 1. The Anti-hero 2. The Common Man 3. The Scientist 4. The King 5. The Magician 6. The Superhuman So, with these aspects, you can form the Illuminati
The Illumante represents one person from a society in the Marvel universe. DC’s illuminata would be Superman, representing the aliens that live on Earth, Mr. Terrific, representing regular human beings w/o powers. Aqua Man for Atlantis, an Amazon warrior, I’d pick Artemis. Dr. Fate representing the magic society, and Flash or Plastic man for the meta humans.
Mera, Constantine, Hyppolita, Swamp Thing, Mr Terrific, and Luthor (i know you said hero but its him or Batman). I dont think having two JLs on the team works.
Possible members: Batman representing the justice league, Artemis representing the amazons, Aquaman for atlantis, the chief representing the doom patrol
I like your reasoning and love your choices. I personally like the reasoning and inclusion of Aquaman. But looking at a more broad as well as a more specific picture, it is also possible to consider MERA. She has very similar qualities as Aquaman, yet her hydro kinetic powers and warrior like training make her one extremely powerful character; and I believe she would be more willing than Aquaman to broaden even bent the rules of decision making.
I think AM makes more sense as the actual ruler of Atlantis, but I could see him assigning Mera to take his place in the group to speak for him. Thanks for commenting!

... and each Illuminati member represents one significant grouping Marvel (hence Beast replacing Xavier & Captain America replacing Iron man, & Black Panther originally being offered a spot on the Illuminati when the group was first being organised).
The Illuminati at Marvel are generally mortals who live on Earth. I thought the DC version should reflect that. Also, DC has a group called The Quintessence which Highfather is part of that is similar. It seemed redundant to have him in both groups.

The Quintessence are similar, but they manipulate events at more of a cosmic level than the Illuminati.

So the next question would be who would be the best foil for DC Illuminati?
I suppose a group of villains who ally for similar purposes such as the Cabal over at Marvel. Perhaps I'll discuss that in a video at some point.
