I used the glitch on the stairs. Just place them normally where you want the stairs to be and than glitch them upstairs 2x, remove the room and than glitch them to the ground. 😁
I made a rough estimate and the costs of this house would be around 130,000 simoleons for the exterior. 😁 This is without items you receive after buying the Edgewater quay (like palm trees, floor tiles etc.)
