Tommy James and the Shondells did this originally. It was a huge hit for them in the US in '67 or so. Some folks posit that this was the start of "bubblegum" music because when James sang it he put on a silly voice (in keeping with what he thought of the song) and that's what cut through. Perhaps that's the reason Tiffany covered it, her voice wasn't so far from the silly voice that started it.
