In the game you can see he is just up for display, i think huggy wuggy was one of the original prototype for the playtime factory, and sense he could give hugs as it says in his discription, the creators may have thought to give him an upgrade, thats even more relatable, reliable, and cute. So poppy was invented, and stole the other toys fame, but the one toy she ruined, was huggy wuggy, and thats why he is like a gang leader for the other toys, and also why he stays in the toy factory, waiting for the return of any life form. But you may notice poppy is also in the factory, thats because she has brainwashed the other toys, making them belive that she is a good and normal toy just like them, so she stays to wait for human life, they also have thoose tapes around the factory with humans voies on them to remind them of what the factory used to be.Thats My Theory
