I really like The Electricity of every fighting game characters because how more Unique it is in Fighting Game history but I'm surprised that theirs little characters that are Electric Users, So I'm hoping for more Electric Fighter in Future fighting game including hoping for them making the Cool ones
Blanka does have some Cameos in the background of some Marvel Vs Capcom games so he's at least peripheral. Of course, his Alpha sprites didn't exist until Alpha 3 and these games were strongly reliant on existing assets so I think if if they'd made like...Marvel Super Heroes vs Street Fighter 2 instead of Marvel vs Capcom he might have made it in at some point.

Yeah, it's an alternate input for his Ultra 2 in Street Fighter 4. Incredibly hard to hit accurately, so almost no one ever used it
