Sonic appears throughout the song because that is Sonic 2017, also the silly guy who sings “Subterfuge with lyrics”. Around the 1:16 time stamp, Sonic 2017 sings the famous “I’LL MAKE YOU PLAY ALONG, INTIME WITH ME, AS SOON I’LL BREAK, THAT SPACE, YOUR HEAAARTT, I SHALL SET FREE, SO FOLLOW ME” which is what the lyrics in Silly Billy reference (both of the songs are made by the same guy)
This is why Sonic 2017 is seen throughout the song, because Silly billy references Subterfuge at the times Sonic 2017 appears
