It's because trams are you know have combined controller, which controls current on motors on power AND brake modes. And most trams doesn't have pneumatic brakes. They're use solenoids (electric maghet) for applying brakes for stay at stop. From high speeds most trams brakes by motors. But 6th generation of HK tramways (you can see that tram on video) doesn't have dynamic brake (by motors) and left "lever" is brake handle for pneumatic brakes. Right"lever" is driver controller for controll the current on motors by positions or cut off motors when driver put him on Neutral or 0 (Zero) position.
Yes! Left is the controller for the motor, while Right is for pneumatic braking. We DO have dynamic motor brake, but the power is wat TOO strong (uncomfortable) for daily use, we only use dynamic brakes when emergency 😉
