I don't find it loud, but I haven't tested it with a db meter, is there a specific db you're after? It can heat the room but note the fan is not directional, it just blows forwards, so it'll depend on where you're seated and how open plan your room is.
They live in Queensland (tropical / subtropical) not Alaska. The heater function will see little use. The fireplace will likely be used for ambiance without the heater most of the time. Besides this, 2000W is not that much and that would be the highest setting anyway - take a look at the consumption rating on the labels of your toaster and kettle to put things is proper perspective. If you use the toaster and the kettle at the same time from the same power point you will probably trip the electrical breaker ( total consumption is likely to exceed 2400W - i.e. 240V @ 10A standard outlet rating for residential buildings in Australia).
