No man, it's not grouted. It is a simple steel bolt that is expanded with compressed air or hydraullic pressure. The pull-out resistence is purely frictional between the bolt and the rock. It is a good, quick and cheap technology, very used in mines. But if you need high capacity bolts it is better to use fully grouted bolts; of course you have to be very careful in the grout mix, but of sure you know better than me the right grouting mix.
Used to clean an Atlas Copco compressor assembly plant at Holyoke, MA years ago.
It is so beautiful down there, and the rockbolts decorate the ceiling so beautifully. I could walk for days in those drifts.
