Tip: at the start when it shows diff cookies outfits if it sjows blackberry's outfit it means its a rare if it shows the fancy black dress and golden dress its either an epic or legendary and if its just a costume with 2 skulls on it kinda like gingerbrave's thing it can be a common, rare, epic or legendary

From my pulls, I think sometimes the costumes you see on display in the shop determine what rarity costume you'll get, for example something like 0:25 will usually have mostly commons and maybe a few rares. And something like 2:18 it usually guarantees a rare. And something like 2:47 it will usually guarantee an epic and have a chance at a legendary. It's not always right though, as we see at 1:03. Maybe I'm just overthinking this but idk lol, I think of it as when you pull in the cookie gacha the cookies in front of the oven determine the highest rarity cookie you get. Don't depend on it though because it's not always right lol

Yes! the costumes u see on the display really determines what you'll get. And so does the cookies that will pop up in the oven lol, for example if u get:
Gingerbrave, Custard Cookie, Clover
it's a guaranteed epic!
