Well I think it's bogun because he has two heads and can release poison gas,so....I think bogun wins

Bogun could win, couple of reason: not only does it have two heads, it shoots poison gas and can hold people or kaiju(I think) in a Purple sphere. Plus it burrows underground too. But I think both Twin tail and bogun would injure each other, to the point where the both would have to retreat.
