This is simply criminal behavior in violation of international laws and treaty. To fix the problem:
    1. Confiscate the ship
    2. Jail the captain for a mandatory 10-years, no parole (He decides and is responsible for where the ship is catching fish. He knows where he is fishing since EVERY ship now on the seas has access to GPS. Although he may have been told where to sail, there is no possibility of punishing the person who gave the orders on where to sail. Eventually you will exhaust your supply of captains either willing or capable of operating a large fishing vessel.
    3. Repatriate the sailors (they are only following orders on where to sail and where to drop the nets).
    4. Sell the ship in your home country to be used by local fishermen or scrap dealers (whichever is the higher bidder). This also doesn't pollute the ocean with debris (sunk vessels).
    5. The money earned from selling the confiscated ship can be used by the victim country to offset the price for policing operations. (Even if the offending country buys the ship back it costs them money and lost cargo.) You may need to re-register and re-title the vessel in the home country and note it was legally confiscated in an illegal fishing operation.
    6. Donate the confiscated cargo to the needy in the home country.
