Originally I said no to this, as smuggler harvesters are different from Harkonnen harvesters. However, as the other commenter has said, they have clarified this in the latest FAQ, and so yes it does.
I personally think the base game is great on it's own, so I'd only go for the expansions once you've played them a bunch. That being said, if you're at that point, I think smugglers adds some interesting twists. Whether it's worth it or not though is a personal judgement that I can't really make as I didn't have to purchase the copies I used for these videos.
I really like the smugglers expansion, but I don't think its worth the price on the secondary market, I think you can still get in on the new desert war expansion campaign on gamefound.
Heads up, they're currently kick-starting a new expansion, and as a part of your pledge you can addon to get the smugglers expansion, the neoprene mat, as well as all of the other kick-starter exclusives. They say it's the last chance. I dunno about that, but it's certainly the only place I've seen most of the stuff for retail. Though sadly it won't ship till early 2025

I think I will like Spacing Guild exp more than Smugglers one
If playing with both expansions, does removing a smuggler harvester gain Attreides a Spacing Guild action?

They're doing a pre-order for the next expansion, and I think you can order at least Smugglers alongside it. Not sure about Spacing Guild though.
