The U.S. is a weird place where the media loves to control our perception of places and groups of people. In this case, Paris will forever be stuck in the late 19th century, I guess?
I’ve witnessed Parisians pee right on the river and walking on the banks of the Siene on a hot summer day the stinge of ammonia is overwhelming. The steps of sacre coeur smells the same. The pictures says one thing but to smell ammonia from non discipled Parisians is nauseating.

I don't think any city can be "ready" for hosting the Olympics. All you can do is have contingency plans and keep moving forward. It will never be perfect, but what a beautiful city to host.
