It was drawn by Nick Bougas, also known as A. Wyatt Mann, who has done many similar "comics". Despite its very harmful meaning, some people use it ironically without malicious intent. I doubt that the Spamton versions where made for harmful reasons, but you never really know, considering how 4chan is very unpredictable with their memes and whether they're joking or not.
