The stronger the spirit, the more magic it takes to summon them. I believe Lucy said this within the first few episodes, when she got Plue. She said they make great pets because they take next to no magic power to summon. Don't quote me on this, it's been a while since I've seen the first few episodes. 90% sure she said this though. It was also shown with in episodes 31 - 32 that Lucy has a lot of magic power. It takes loads of magic to summon just two spirits, she managed to summoned all her spirits at once, even if it was only for a few seconds. Hell, Karen killed herself trying to summon two spirits. Just thought I'd clarify, it's not too uncommon for people to attribute the strength to her spirits and not Lucy, when in fact it is the same thing. She can only use stronger spirits because she has the magic necessary to do so.
