      I live in a small town in northern Canada.
      I live in an apartment.
      A few weeks ago I complained because our parking lot was full and only a couple people here have cars.
      We have abandoned cars and a boat and trailers.
      They got a couple things moved but the abandoned car is still here.
      They thought if it is uninsured and not running they could tow it.
      No, town laws say they cannot tow without the owners permission. She's been gone 8 months but the car is still here.

      I gave Factor a shot after you last promoted them. It sounds like a cool idea, but its pretty poorly executed. The meals are stupidly expensive, and they've very small. I had trouble not eating something else in addition to the factor meal. I wouldn't recommend Factor, you'd be better off getting some frozen dinners or something.

      These warrents aren't signed by judges. They are signed by city/county 'Magistrates' who are not elected; they are appointed by city/county officials. Magistrates are city lawyers who are assigned paperwork cases considered too inconsequential for the notice of a sitting judge. Joe blow lawyer getting a sinecure from his cousin on the city/county council as a 'Magistrate' is one of the cushiest jobs a lawyer can get.

    We just had 2 properties taken without notice by the village boarded. In addition to the real property, they removed and destroyed all the personal property as well. The most significant was a 5th Wheel camper that was in the fenced in backyard that we were using for storage. It had probably 50k worth of my husband's work tools and lots of other valuable items. They didn't even tow it to storage, they smashed it, and hauled it away. We were not served that they were doing this until 2 days after it happened. Ugh. What a joke

    I had a neighbor repeatedly call code enforcement on my old truck sayin it didn’t run and violated city ordinance. It did run and was fully legal. That didn’t stop the town from trying to get rid of it though.
    That neighbor died alone and miserable.

      I had a similar neighbor like that once. I had to use restraint to keep myself from really retaliating against them. Some people just are not happy unless they are miserable. I always say it’s easier to just get along with your neighbors. And it does not take much effort. But some people just cannot help themselves.

      yes. my town has this. but if your car has expired tags, even if its a carport. then you just get the fine. no tow.
      that way, if you are on vacation, the worst that happens is the unpaid fine and then the city puts lien on your house and sells it for 120 bux in unpaid fines. (sold to the mayors cousin)

      @@timrosencrans7955 except that it says that the vehicle has to have tags and that it covers locations in your property inaccessible to the public. Standard blight ordinances just say that the vehicle cannot be in a state of disrepair and that it has to be resolved within a reasonable time frame. The other issue is that the state has a law that prohibits them from towing a vehicle off private property. The only thing that the town could legally do is issue a fine or a correctional order. Towing the vehicle outside of the legal authority to do so is auto theft. The state police and the DA can order the city to deliver the vehicle back to the lady's property and that they have to eat the towing and storage fees due to the illegal tow. If this is common practice by the town, someone is bound to be arrested for criminal conspiracy.

    This happened to my neighbor when I was living in Volusia County, Florida. Our other neighbor was a cop, saw his expired tags and had his car towed in the middle of the night. She said he was robbing the state of it’s money.

    My town in a neighboring state also does the expired tags in the driveway thing. I had a decent looking car that I was in the process of fixing sitting in my driveway. I got a letter for expired tags.
    I figured I had an angry neighbor so I filed a foia request for any ordinance violations on my street and they said it was "too vague" so I found a list of every address on my street and resubmitted my request for every single address listed within a one year time span.
    It shook up the code enforcement guy so badly he came to my house to apologize.

    This happened to me several years ago here in California. It was a brand new car with a temp register tag in the window but it had fallen off the window. Cop towed it out of my driveway. Went to police department and blew them up and eventually got my car back without having to pay anything. It was 100% illegal for the police to do that to me. I ended up suing them as well and won a substantial settlement.

    In Vallejo, CA, Code Enforcement issues violations for expired tags EVEN if there is already an "In-Op" filing with the DMV.
    The fines are around $500.00 per violation per day past the deadline to correct.
    The same is true for having car parts on your property. An air filter? Wiper blades? Yep.
    My tenants' car was stolen and recovered with the ignition punched.
    The tags expired while it was stolen and it was due for smog.
    The ignition would crank with a screwdtiver but the fuel pump wouldn't turn on. The tenant diligently worked on it, replacing the fuel pump twice. The code violation notices were issued nonetheless.
    Its ridiculous. He couldn't very well drive it to the smog place, so he non-op'd it with DMV. The violations state that a non-op status with DMV is irrelevent as far as Code Enforcement is concerned.

      I will say. Living here. St Louis has had tons and tons of expired or stolen plates and tags on the street. The story here does take it slightly out of context. Removing a vehicle from private property is absolutely wrong. But with thousands of expired tags for a long time on the road in st Louis this push is just part of the city finally trying to crack down on it in the past few months, after many years of neglect. They pulled back on the swing so far on one direction that when it fell and they started enforcement it went back up the other side.

    Steve speaks the truth! I had a mouse infestation in a vehicle in my driveway. I went and registered the vehicle and got a new license plate. When I got back and waved the registration towards the car and showed the mice the license, the mice abandoned their homes and ran away. +1 would license again!

    My brother had this happen 20+ years ago. He got compensated for his loss. Court rulings in ohio have said license is ONLY for identifying a vehicle while operating on a public roadway and 4th amendment applies to car on private property. Many construction companies use unlicensed vehicles on job sites for on moving materials around. Same is true of many large industrial plants.

    They trespassed on her real estate to hook the car to a tow truck. They violated her car ownership rights by taking it without cause. The purpose of automobile licenses and licensing fees were to maintain roadways on which the vehicle might move. If her vehicle is not using these roadways, then she owes no licensing fees.

    Missouri has ruled against the cities every time this happens. We had a similar issue on my Grandparents farm in Kansas City area. They would put old cars on the from half of the farm along the road for decoration. City came out and towed the cars one afternoon and Grandpa got a lawyer. I not sure what all went down, but he had the cars back in about a month, and he had money to buy a new truck.

      Qualified immunity is a court rule in civil court that allows the defendant to have the judge dismiss a civil lawsuit before the lawsuit gets to the point it's super expensive. Qualified immunity ONLY applies to civil lawsuits in civil court.
      Grand theft auto, on the other hand, is a felony charge in criminal court. Qualified immunity doesn't protect against criminal charges, and any defendant asking for a dismissal of charges due to qualified immunity will be looked at as if they were particularly stupid by the judge, possibly even laughed at. And then their motion for dismissal would be rejected.

    I had a car taken once where the cop wouldn’t let me remove a disabled car with my own towing service (AAA), it HAD to be the company they called. When I went to get the car, the company said I needed a release order from the police. BTW, the towing company office had a calendar hanging on the wall from that police department. The car was eventually auctioned and I guarantee those cops got a cut. They prey on people who don’t have the means to get their property back.

    These warrants aren't signed by judges. They are signed by city/county 'Magistrates' who are not elected; they are appointed by city/county officials. Magistrates are city lawyers who are assigned paperwork cases considered too inconsequential for the notice of a sitting judge. Joe blow lawyer getting a sincure from his cousin on the city/county council as a 'Magistrate' is one of the cushiest jobs a lawyer can get.

    I live in Portage County, Ohio in a small rural town. Our city code controls your yard. No litter, vehicles that run, vehicles tagged, grass cut. I got a harassing notice about my grass from the city dept. My husband had cut the grass over the weekend and couldnt grass whip due to rain coming. It was not long and we mowed every week. This was obvious harassment because we did not interact with our neighbors. Small towns are power centers. The bad kind.

    Hey Steve! Thx for the post. I live in St. Louis city. Calverton Park is in a part of STL where there are many small villages that use these types of scams to embezzle their citizens and people that are passing through. The tax base in these villages is so small that they can not operate proper public services and resort to this type of extortion under the guise of "public safety" to raise money for the cities empty coffers. It is also very likely that these "government officials" are also siphoning off funds for personal enrichment, which happens regularly in these fiefdoms.

      Civilians can't file felony charges, they can only file a complaint. Only the district attorney office can file criminal cases. If the DA doesn't agree with the complaint, no charges are filed. She can sue in civil court, but without the criminal conviction from the DA there's no evidence of the crime.
      The legal system is heavily stacked against you when the government abuses you.

    Utah has a rule that cars must all be current on license, insurance, etc, even on private property. I do NOT live in UT and the code officer was using those codes. The judge was not happy when I explained what she was doing. Was even less amused when I made that information public and started talks of class action lawsuit. She was caught entering peoples homes many times. After video of this was presented she 'retired' from being a police officer.

    Oh, one more thing: I am an insurance adjuster currently, who did automotive paint/ auto body repair for over 20 years. WTF happens when someone is involved in an accident and the vehicle is towed to the customer house?? I JUST finished up writing an estimate on a vehicle in someone's driveway!!! This will get ugly if the town does not act quickly. I will leave it at that lol. Keep us updated on this if possible. Have a good one man

      Hopefully you and most insurance adjusters are better than the adjuster that I dealt with most recently. Back in December right before Christmas in my 2011 Camry got hit in the rear relatively low speed but I was completely stopped and they hit my vehicle hard enough that the force of the impact sheared the bolts for the right rear brake caliper although that was not readily Apparent at the time it didn't start to be apparent until several days after the wreck which itself the body damage was minor enough I was waiting till after Christmas to tackle because the rest of the body was just cosmetic around the bumper. But it would start grinding into the wheel in reverse until it would no longer move on that wheel. The adjuster for the insurance company tried to claim that there's no way that that caused the damage. Front-wheel-drive unibody car impact all absorbed on the rear as best I can understand it

    Lexington, KY will do the same thing. I've had cars that were just sitting(tagged and operable but just sitting for a while) that were threatened to be towed by the city on multiple occasions. I'm a beekeeper and I only use my pickup when I go check my bees, and sometimes that's months. I discovered that some of this comes from "property management" groups because one bought a house 2 doors up and someone called about my truck sitting on the street in front of my house for over a week. When an officer showed up to ticket it, I protested and one of the guys from the management group was there and heard me explain how i use the truck. Suddenly he was super apologetic and said he thought it was junked or something(right, with insurance, plates, etc. current). I told the cop if he were going to try to ticket me that I expected him to do the same to the other cars on the street that do the exact same. He looked at me and was like "which ones?", which then got him a full list and I said I'd be happy to call in the complaints if I had to. Suddenly it was all about "de-escalation" and nobody wanted to write me or anyone a ticket or even a warning. He'd have been there all damn day AND I'd have called every week to waste their time and money on ever considering messing with me again. I'll happily take everyone down with me if they wanna play that game. These days I drive through expensive neighborhoods and look for code violations so I can keep code enforcement busy with people who will lose their minds over being cited.

    Norfolk Virginia has had that law too. The city inspectors couldn't keep up with the number of inoperable, uninspected or unlicened vehicles so they started saying police offices could tag vehicles parked on private property for tow if not moved or made operable and legally tagged. The only exception to the rule is keeping the vehicle in a garage or other enclosed building where it could not be seen. The city also had a rule no cars could be parked on the grass of private property.

      I'd be putting pebbles under a slightly tightened valve stem cap to release the air from his tires everywhere he went. I've done it plenty of times and when the cops get there they laugh because you didn't damage anything and they can't charge you with anything.

    My dad was harassed endlessly because he had too many cars on his property. He was an auto mechanic and had cars in line to be fixed or used for parts. They finally left him alone but he fought long and hard to get them to bug off. This was in Utah, but these stupid money grabbers are everywhere

      Depends on whether it was in an area zoned for business or residence. It is a little unreasonable to have dozens of cars parked around a neighborhood street for your business.
      But if it was ALL actually on his property (zoned for business), and not some line going down the street, then no reason to harass him over it.

    This happened to me several years ago. I had a 1963 impalla in my driveway. It was tagged and insured. The sticker on the tag was old but i had paid for the new registration and i had the new sticker in my house. The city towed it even though the registration was current and insurance was current. I had to pay a fee to the towing company. I went into the lot, put the new sticker on it, and drove it home. I was so angry. Really made me consider doing something illegal.

    If a car is inoperable at a mechanics shop or lot, then legally they can tow that car because there is no exemptions. Then they also can search salvage yards, garages, parking lots, storage units in order to find unlicensed cars and tow them because there is no exemptions.

In these cases, the tow company is typically a private company, and, inevitably, the owner of the tow company/tow yard, who's getting all of these fees, is connected to the mayor (relative, campaigne doner, crony, etc.), and, after 30 days, they get to keep the car and/or the remaining funds after it is auctioned off. - Crooks!! - Replace that mayor!!!

      But bureaucracy can also be abused. So if the tow yard currently towing these cars is inside Calverton Park, then create a tow company outside the town boundaries. Then get warrants to tow all the unregistered cars from the Mayor's mates yard and charge them 200% of their storage fee because they were in possession and thus liable for the storage fee. If they agree to waive tow and storage fees against the vehicle owner, think about waiving the charges against the Mayor's mates yard. Needs someone with land outside the town, a sense of humor and a tow truck. And probably some decent legal advice that can hopefully figure out a way to get around the abatement tax.

    I had a junker towed in Seattle - which would have cost me ~$2k. To avoid this fee, I reported that it had been sold to the tow yard, and informed the tow yard of their new ownership to be in conformance with WA state law. They would then owe any fees due in connection with the car. They threatened, etc., but they ended up owning my old junker without my having to pay any money.

    This type of thing is very common in a community that has an HOA. They are very strict about unregistered vehicles in the HOA where I live. Serious ago we had a nasty HOA president. She actually came to our door and told us that we had two weeks left that she was watching all of the stickers on everybody's Vehicles parked in the driveways. I was actually shocked when she came and rang the doorbell and gave us a verbal warning about our registration for the car and that it would be towed the day after the registration expires if we did not register it. Meanwhile at the time my wife was very sick and in and out of the hospital so we just did not have the time to get to motor vehicle at that particular time. So I was forced to make time to go re-register the vehicle before the deadline. But because I am old school Italian and I do have a tendency of getting revenge on people let's try to do me wrong. So this nasty Karen president of our HOA got just what you deserved. It just so happens that somebody that did not like her took a gallon of furniture stripper the strong type that is in jelly form and poured it all over her SUV in the middle of the night. Revenge is a dish best served cold.

    What most don't know that "CERTIFICATE OF TITLE" is the lesser of the two. If you have either the MSO (Manufacturer's Statement/Certificate of Origin) or Clean/Clear Bill of Sale without the VIN being in the Corporatocracy data base (DMV), then you have full and complete control of the automobile. FTR: car is short for "carriage"; Motor Vehicle is a contract term specifically used by DMV for the top control of all autos regardless of variety. There is no such item any longer as a "Motor Vehicle", yet Carriages still do exist.
    Unless you have Land Patent for your house/soil, you "real property" is not Private. If the item (land/auto) is registered, thus conveying control over that item to another entity, then it is controlled on the higher title by that entity. Anything that's Registered gives control over.
    The Corporatocracy is Babylon.

      I don’t believe there was a mention of ongoing litigation or any decision by a judge mentioned in this video. This ordinance hasn’t been challenged legally from the looks of it.
      So uh… while I agree, it’s not really relevant to this situation yet.
      Edit: I did forget about the judge signing the search warrant, but is that not simply a result of the bad law? I don’t believe the search warrant is where a judge can’t question the constitutionality of a law.

      @@diablominero ah that part, yea I forgot about that as the video went on. But also, there’s not really that much a judge can do, is there? It’s a valid warrant subject to a law on the books. The law shouldn’t exist, but it does. The search warrant process isn’t where a laws validity is challenged.
      In the case of the warrant, I don’t think the judge is the one out of control. It’s the people who passed the law and the council members defending it.

    My brother's township told him he needed to get rid of his vehicles that were hard to see from outside the property. Said they were coming to fine him. He told them he will register every one and park them in the front yard. Never heard back from them. Been like 15 years since.

      literally we even registered Campers too.( musclecars,projects,racecars,trucks,and campers )
      it didnt hurt that we caught him on tape breaking into our shop either,while it pissed us off,it was also a big asset that we never had to deploy.
      our New code guy,is just the nicest guy.........not a power tripping troublemaker.

    I was told my antique truck was “abandoned”, sitting on my driveway. I had to sell it. The township only pursues a new ordinance if someone complains. There are “abandoned” cars all over the township. I was saving up to get motor and transmission work.

    I had something similar happen in Missouri near KC, they enforce the same code as STL, the IPMC or international property maintenance code is adopted by some localities as their code basis for these actions.
    The specific section is 302.8, a section of code about building exteriors. I had a vehicle out of my garage to sand, actively at the time, and another older licensed operable vehicle. Without asking me or speaking with me the official wrote up the letter printed it and then walked up to me to hand it to me. Even after showing him the vehicle is parked in the garage and that the second vehicle ran and was licensed he refused to edit the complaint. His argument was that I could have the vehicle outside for any amount of time “because he doesn’t have time to be going around to see how long vehicles are outside”.
    The code allows minor repairs, it disallows major repairs which Missouri defines as removing the body from the frame for work on either and removal of engines from commercial trucks.
    I threw him off my property, researched the laws and wrote them a letter for appeal. It centered on the interpretation of the code as defined by the code, to promote health, safety, property protection and general welfare. It goes on to say that sections without definitions will be interpreted using commonly accepted meanings in line with the purpose of the code.
    Missouri law allows me to build a car from scratch, take it to be inspected, and get a new title/registration for the vehicle.
    If that is true, then the requirement to never have an unlicensed vehicle “parked, kept, or stored” outside (the limit of the code) prevents me from building a car in my garage and then loading it on a trailer, because I couldn’t possibly do that if I couldn’t ever have it outside.
    Oddly enough, this specific jurisdiction allows recreational OHV to be kept outside for 7 days. So in theory I could buy a CAN AM OHV of the same size as my truck, have it unlicensed outside for 7 day increments, performing the exact same work.
    My biggest issue with the whole process is that the code was designed to keep neighborhoods safe, major repairs in a yard could cause someone to get hurt. Sanding bondo for an hour does not have any inherent risks.
    So in my appeal I asked the city to append the code so that there is a reasonable amount of time that a project vehicle can be outside so as to avoid an undue burden that prevents me from building a registering a custom vehicle in accordance with Missouri law.
    In the meantime, I’ve been recording myself moving the car in and out of the garage each morning and driving the licensed and insured FJ.

    The same thing can happen in an HOA neighborhood. I had an a-hole resident in my subdivision report my licensed, registered and insured vehicle that was under a store bought fitted car cover in my driveway saying it was an inoperable vehicle under a tarp. Not to mention it's my daily driver when I'm home. (Commercial Truck Driver)
    Some people just have to be a Karen.

    A former mayor of my little Idaho town tried to do something similar to this several years ago. When the cooler heads of reasonable staff members told her what would result if she tried to pull a stunt like this, she backed down. The city council attempted to pass some broad "junk" ordinances a few times, but myself and others attended meetings and spoke out about how ridiculous the rules were as proposed, and they backed down, too.
    As it stands, the only time things like this are enforced now are when a proper complaint is filed, and contact is made with the landowner and they are given time to mitigate the situation. As it should be.

    I owned a 1972 Lodestar 1600, it was fully licensed, operable, and insured. It was also ugly, having been hand painted black over an awful puke green. City code enforcement officer rolls up one day and simply says the city code says this vehicle is junk. I explained that the truck was licensed and insured but she said, doesn't matter, city code says it is junk. no matter what I said about the trucks usefulness or legality her answer was always, doesn't matter, city code says it is junk. And it must be disposed of, or the city will have it towed. Not having funds for a legal battle, and not wanting to be stuck for towing and storage fees, I sold to a scrap yard. Still makes me angry, it was a perfectly usable truck for hauling trash and building supplies.

    The town where I previously lived defined abandon as a vehicle that had not been driven for 8 consecutive days. My vehicle got ticketed because the weather was nice and I was riding my motorcycle every day to work. I told them that was an unreasonable requirement and they had no right to tell me which vehicle I had to drive to work. They never followed through on it and nothing became of it.

    The county is filled with tiny little cities that have been having trouble meeting their budgets. Their people are poor. Property taxes can't cut it. They';ve been using the cops as a way to generate revenue.
    Calverton expects (probably rightly) that whomever they do this too won't have the resources to fight it in court.

      This is exactly the case.
      Calverton Park was always this way. When I lived there, they kept New Florissant just south of 270 night & day, and would ticket anyone 2-3 mph over the limit. A "police department" for a village of less than 500 homes is ridiculous, and they do nothing but generate revenue to maintain their own existence. St. Louis County PD would take over that duty for far less cost.

    No, thereis nothing legal about seizure from private property for expired tags. Registration is thru the state and only qualifies the vehicle for operation on public roads. This law is unconstitutional, period. Any official or employee involved in this scheme needs to be taken out.

    My late brother-in-law had a number of tickets he got while he worked which he failed to pay, and he lost his Driver's License. This was in NY years ago. They pulled the registration on their pickup truck, so my sister had no way to get to work, do food shopping, get to appointments, etc. They had no way to pay for the tickets, and all of the fines that kept adding on, so for the next 17 years my sister didn't have a car! My brother-in-law passed away during that time, making it even harder for my sister to get any car. These idiots in MO who are taking working peoples' cars and charging them all of the extra fees they'll have to pay are disgraceful! They should all be fired, including that judge. Do any of them have any compassion, or common sense? Stop being so money hungry, and HELP your citizens for a change!

    Back in the late 1980's my dad had a 1966 Mustang in his driveway under a car cover. It was licensed and insured, but was not running for a while. He got a notice from the DMV that his tags were expired. That would have meant someone came on the driveway and lifted the car cover to check his plates. As he was not currently driving the car he didn't put on the new stickers. California has always been a "great state to live in". Not to be weird, Steve, but your videos are just long enough to enjoy in the morning during my shower. Beats the morning news. Thanks.

      I have read, some years back, that car covers "must" have a clear window so that the plate is visible without touching the cover.

    I used to live in La Mirada, Ca. and there was a teenage boy that saw my 1974 CORVETTE in my garage, it was running but it needed electrical so I had not driven it for nearly 3 yrs. This boy asked if it was for sell, I said no, he asked again about a month later, again I said no, a few days later his dad knocked on my door and asked about the car, I told him not for sale, mean while a neighbor down the street had 2 none running 1963 buicks sitting on jackstands in his driveway, the city law says VISIBLE non running vehicals are subject to be towed, well one morning 4 car loads of L.A. County Sheriff Deputies and a tow truck showed up to take my car. They ordered me to open my garage because they were taking my car because it was visible with overdue tags, of course I refused to open the garage, I then put a lock on the latch right in front of them, they threatened to break the lock, I walked down the street took a picture of my neighbors car then came back and said " I dare you to break into my garage". They left , nothing else said. I must say, I am a black man, this city at that time was 90% white plus others and only about 3% black. Well that afternnon I decided to go to city hall to file a complaint and lo and behold the boy's dad was in city hall, he saw me and turned is face away quickly and disapeared into a door with no marking, I went behind him to try to see where he went but the door was locked, I had no way of figuring out who he was, so I put in a complaint about the incident. 3 days later, again 4 carloads of deputies, one knocked on the door, of course he was the only black out the other 15, when I went out to talk with them my neighbors were out there and they were furious because they had seen the first incident ,but there was the station commander, he had come to apologize and he told me a city official had given them incorrect information about me and my car, he even had an already completed form that had all the details and report of the incident and he offered to deliver it himself if I wanted to sign it, but I said no, so he gave copies which he signed right there, he apologized again to and to my neighbors, I discovered who the man was that initiated everything, he was a city councilman that lived 2 blocks away. I was not going to get involved with politics, but I wrote him an email to let him know to never use his position for extortion again. 🇺🇸 AMERICA IS GREAT

I was being systematically harassed by the town code 'officer', and when I countered each of his accusations, he did not know how to proceed, so went over to talk to the local COUNCILMAN, who was seated in his car next door [to observe] and ask advice. Said councilman went very pale when he saw me walk up behind the 'officer' [on a public street mind you] and stammered out something about jogging in the park and stopped to say hello..... yeah, in your suit. He suddenly had to be somewhere else. Bastard had COMPLIMENTED me on my [fully legal] antique truck, as I was "preserving town history"... of course that was a year prior when he was running for office.

    Los Angeles has done something similar, towing cars out of driveways for expired tags, parking tickets, etc. They probably still do it. Happened to friends of mine who were going to gift me and my (then) better half their old car. That was around 33 years ago.
    The only real crime in this country is not having (enough) money.

      In the Netherlands a car needs to be licensed if its parked on the public road or adjacent to it. So if unlicensed in the drive waynyou will be fined and eventually towed. If you move it of the driveway behind the home or into a garage you're fine. That of course leaves a grey area, where are you no longervadjacent to a public road.
      Inoperable vehicles will eventually lose the license , but until they do you are fine parking them.

      I have bought many vehicles that were basically junk, fix them to give them to people that could not afford a vehicle. I did/do try to keep them from public view i.e., in my garage, or behind a fence. When I purchase these vehicles, I don't know who the person maybe that I am going to give it to. Once I fix it, get it licensed, insured, I drive it for several months to see if there are any other items that need to be repaired. Often new tires are needed, broken lights need to be fixed or replaced... I really do not like these laws that prevent a person from helping other people. I agree that there generally someone calls the cops and complains. I seek to get to know my neighbors (have a root beer float party in my front yard once a year with a handwritten initiation given to everyone on the block) to allow them to know that they can talk to me, tell me if I am being a jerk. They do not have to call the cops; they can just tell me. Civility seems to be absent in our society.
      I do not buy a house in an HOA because I do not want all the “extra rules. If somebody wants these “extra” rules, then buy in the HOA or gated community or move to a city that makes it crime to do any of these things.
      PS I once lived in the beautiful city of Pasadena, to determine where Los Angles is, and some other city is very hard to determine unless you live there. I did first live in San Marino (A city, within a city, within a city) where you had to have a special sticker on your car otherwise you would get pulled over and asked what you were doing in their city.

      I heard that if you put the house address number on the vehicle, has to be somewhat permanent..like paint stick on windshield, it's a part of the property....Heard this back in mid 90's from someone that an attorney told her this. Not sure what the legal argument actually is if it came to it.

    I lived in Mesquite, Texas for over 33 years & they had a city ordinances for everything one could think of inc. untagged cars even if they were covered & in a driveway. I was so glad to be able to move from there in 2002. Here it's only a problem if the grass is more than 6 inches tall.

    This law is not limited to dissassembled cars in a pole barn, or un-licenced antiques in museums, it also applies to vehicles in repair shops, if it is in-operable, such as in the process of an oil change while in the state of having its oil drained, it can be impounded.

    It's sounds like they're targeting lower income households. That's probably why the mayor pointed out that he's trying to keep people in the city. When he says people, he means the wealthy population. He might be trying to remove and expell less desirables in order to keep and make room for higher class residents.

    City was after my neighbors project car. Every time he turned around they were griping about something. In the mean time stepson had a van with a blown engine sitting in my driveway for three years. Tags and inspection sticker were expired but he kept it clean. He sold it and the new owner towed it off. Every time he got a letter from the city about his car we took a picture of the letter with the expired inspection sticker and plates on the van clearly visible. I went to court with him and took the pictures as evidence. We got a new code enforcement officer a few days later.

    This happened in my town in Virginia. The owner had a stroke and had been sent to a rehab center across the state months earlier. Church members knew and told the city. Officials did not care. I was able to buy the 2nd inoperable vehicle from the daughter, who had a POA, to give the sick lady some money. It was a real mess.

    In St. Louis county and Jefferson county, the exemption is as follows. You must cover a project car with a tarp. This IS NOT listed as an exemption but the judge will let you know this little detail.

      my project car runs, drives and is legally tagged, but looks so rough that I could see a vindictive person reporting it. I have good neighbors, but a guy one street over had to remove on of his Land Cruisers (only one of which runs) after the developer of new infill townhouses were approved to be built next door 😡 no one bothered us before…
      meanwhile a ~2016 Nissan Versa with a blown transmission sits in the same street (IN the street, not a yard), but it looks new and they wash it so the developer turns a blind eye

      I had my car in the driveway for 2 weeks while the engine was rebuilt. We kept the front yard next and tidy and the mess was in the garage. Isn't that my right as an American to fix my own car? (Actually the neighbor did it in exchange for cleaning, painting, and beer )

    I have heard of this happening systematically in the St. Louis area for many years. They do this only in poor areas, they wouldn't dare enforce this in rich areas because that would be like enforcing this in the million dollar home neighborhoods in Warren Michigan, it would never fly.

    My truck has expired plates which I will get new tags in Aug and the ones from last year are sitting in my letter area from late year. Since we do not use the truck off our land there is no reason to put the tags on the truck. So expired yet still valid.
    If anyone comes on my land with out a warrant they may not get off?

    Chicago suburb sent inspectors into people's private property including garages that happen to have the door open to check for City stickers. If project car or any vehicle on property did not have a sticker, a large fine was assessed. Never mind the trespassing issue.

    This happened decades ago around the Bay Area in California. Vehicles were forcibly removed from private property, even vehicles stored in warehouses
    The vehicles all were taken to be crushed.
    Strangely, many of those involved in the process, or friends of those in the process, ended owning collectible cars.

    My city does the same thing.
    My handicap van with my wheelchair ramp was licensed, insured, and would have passed an inspection.
    But the transmission went bad and was taking too long for me to get help with installing a used transmission.
    This conversion van was in my back yard, well away from the street. There were no snakes, rats, or extra terrestrials living in it. I know, because I wouldn't allow it.
    So I was forced to junk my beloved diesel handicap conversion van for a couple of hundred dollars before being forced to pay the city hundreds of dollars for them to steal and tow it away at my expense.
    But they didn't mind charging me property taxes on it's supposed perfect condition blue book value every year as if it had a perfect transmission.
    Something is definitely wrong with these rules or Ordinances.

      I know something was wrong with it, but didn't fully understand what, untie I got home and had time to look at the sample ballot I grabbed at the door walking in. There was no line 10 minutes before the end of voting.
      There is no way my voting form was recognized as valid by the voting machine.
      Also the machine only showed me my voting counter number. But no where could I find a vote excepted message or any other message.
      The vote was corrupt.
      Just as President Trump claimed.

    The biggest problem is the "immediate towing." Some places have a "24 Hour Tow Notice." Flat tire, out of gas, other problem, you have reasonable time to repair or move the vehicle.

      Good luck, I have been fighting this in Colorado for months now. Nobody wants to help. Even local lawyers will not fight the county.

    Fun story this happened to me. I wasn't driving my cadillac because it needed a new exhaust. Wake up and it was gone from my assigned parking spot. The complex apparently had it towed claiming it was broken down. It ran fine. I walked 4 miles to the impound lot and proceeded to start a fight for stealing my car. Since the office people didn't open the gate I went into the shop and told the crew I was gonna leave with my car or there was going to be blood spilled. The office called the cops, the sheriff rolled up. I told him what happened that they stole my car and are extorting me for money. I told him they better open the gate or I would get my car and plow through it. They refused unless I paid I told them I'm not paying and they would be buying a new gate. I walked down the lot to my car and pulled up in front of the gate with my exhaust dragging - office and shop crew standing there with the cop in disbelief I stopped got out and told the cop, now I'm opening my trunk and getting a very large knife. I'm crawling under this car to cut off my dragging exhaust pipe (they damaged it further during the tow) AND you aren't gonna do a damn thing about it. So I did just that. I cut and grabbed the hot exhaust pipe and threw it in the trunk hands steaming angry as fu**. When I got back in the driver seat the sheriff told them they better open the gate because I was dead serious. They opened it, I left, it never happened again.

      Should have then found out who in the complex had your car towed and then donated the remains of the exhaust system inserted up their mule. Not the right word but related to the A word.

      @@katjoe1974 I had a similar story happen when I was much younger, turned out that the tow truck business in question was running a scam, and not only did I get my car back for nothing, the owner and the tow truck driver were arrested and charged. It was a fun experience seeing crooked people actually be held accountable. They are no longer in business.
