These parking spaces at the police stations are for safe exchange with strangers you meet online this is mainly to increase the safety of the public and to reduce crime.

Your course in canada should match your education or work experience for smooth visa approval. You can take different course but you need to defend it your SOP to why you took that course. All the best.
Bro bank should have helped in first place because if you provide the evidence to the bank they can mark as fraud e-transfer on their end and they will contact the receiver bank and recover the money. Many agents who works in call centre they might not know. If you have similar case it’s better to talk to the fraud team and make sure that you make them aware that you know the process. Sometime bank say they don’t know and if you call them again they will take the steps which they have to.
I don't think cash dealing is safe. Because, there won't be any evident that, you paid him unless you have any video footage. Even for police, luckily you had bank transfer evidence that you paid him. That's why, police is able to find that culprit. So, I wouldn't do cash dealing for any transfer.
Correct. when possible, always use credit card as you can dispute the transaction and its not your money as well ( until the dispute is over and bill is due)
