As an owner of this cage, the only thing I can tell you is there is a lot of extra net that hangs down to trap the ball from getting out. It might be possible to use it the way you described, but I don’t think you will have good height with it, but I’m not positive.
The stakes come with round plastic inserts that are removable. I don’t know, but it looks like you could drill holes in the cement and insert the plastic inserts into the ground then put the poles in. I’m just not 100% positive it will work that way.

I’m about to connect a second 22ft cage this weekend to make the total cage length 44ft. Seems simple to do, I hope!
Did you end up connecting the second one? If so how do raise harness flap with lifting the rest of the net
Did you put the pole through the net hoops on the red lines or is the net just resting on top of the poles?

How easy is this to move around to mow the yard?
Very easy! I use 10 quick release wire ties to hold up the net. I slightly have to duck (I’m 6ft) when mowing, it’s not a big deal.

where do you get in and out?
Just lift up the net, very simple, the net is not connected to the ground. The net traps balls very well.
