It's kinda the fault of the original Sally.exe wanting to fully use just female characters, and ig no serviceable Rouge sprites were ripped at the moment..? Cream still doesn't make sense either way, but I don't think they'd just pull out Bunny Rabbot or someone else
And that's if we don't gonna count Shadow and uhhhh... Idk if this will be correctly to count Blaze and Silver,but anyways- Aswell as there's plenty too much characters to use,and they still keep using those 6-7 bruh

If you really think about it it's not no surprise on why metal is the only survivor Think about it this is just sonic but insane hes not like the og sonic exe with special powers that would have allowed him to have the upper hand even if he couldn't catch metal he still would have been able to ambush him but this is not a exe this is a insane sonic who still have normal sonic speed and strength that metal was made to counter but sonic is always faster then metal buuuuut metal have bonus abilities that allows him to make himself faster or to make a shield that would stun sonic or this insane sonic (How did metal get away) SIMPLE underestimating metal in 2 ways he was able to beat metal in 1 kick and he was able to easily kill all his victims so he probably thought even if metal won he would he would be able to destroy him but metal may be weaker than sonic but he is just as fast if not (in this universe) faster also if he was able to burn sonic without overdrive that most likely mean he is faster then insane sonic plus he have a shield that will stun sonic so yeah thats thats probably why metal escaped the insane sonic

Well, the sally.exe remake was made first so devy didn't really have metal sonic in mind when making it (which probably explains why metal sonic survived). Crimstake probably took a break and hunted the girls to cool off after kyle's battle. However, we might see metal sonic again in the rouge.exe remake.
