It isn't really clear. Job boards aren't really employment agencies, which have one code, nor are they newspapers, which have another. We also tend not to offer consulting services, so 541611 isn't quite right. There should be, but isn't, a code specifically for online marketplaces or Internet publishers. If there was, job boards could go under either.
