I'd imagine Japanifornia has a huge network of rail, bus, and cycling almost everywhere... I mean, I'm from the New York metro, and we have almost everything that Japan and California has. Some people don't need to drive, and/or own a car to go around...
The games showed many times that you can take a train to almost anywhere. And there are buses, as shown by a bus stop in Kurain. In my head I always thought that Phoenix takes a bus ride around the town during investigations. I mean how else would he go around with someone else? Unless he has a two-seater bicycle.
