lets be honest. luffy and the strawhats are heroes. the main heroes in one piece. people get so caught up with labels like pirates that they dont see that there are people that are just good people that help anyone when they are in need. the only reason the strawhats can be considered pirates are because they are actively at war with the world government. they might classify themselves as pirates but pirates just means they adventure around doing what they want whether good or bad.
One piece is founded on the basis of labeling people, are they labeled because they stick out? Are they labeled because did something, was it good? Bad? Or are you going to judge them on who they are or what they're called.
They are not hero they are anti hero they help their friends and love one they don't care if the front enemy can die if they had to save their friends they kill the front person in arlong arc we see that help nami till nami ask for help and the same case for Robin and oda sensei also said that luffy is not hero he care about his love one

this is what oda has been doing with ussop since the beginning lol oda has said ussop will always be the weakest straw hat because ussop is the straw hat that most people can relate to in most crazy situations they are in. for example most people would have ussop’s reaction on thriller bark not the monster trio’s It’s less of a thing in after the time skip because he’s expected to be strong but pretimeskip it happened alot. Like when ussop got beat by jabra, he literally couldnt do anything to protect himself or nami against jabra and would have been killed if not for sanji.
It doesn't matter if you are a mariner or a pirate, the moment you do what is right, you will automatically shape the world around you for the better and become an inspiration to others to do the same.
