A lot of Chinese troop's uniforms varied from region to region, especially because of how regional warlords took their inspiration from. For example, the brodie helmets that you see them wearing hints that they're of southern origins (such as Guangdong or Guangxi), given their closer proximity to Hong Kong. Although, this is obviously movie so I'm not expected this to be freaking historically accurate anyways.

Central provinces armies were using Germans helmets primarily due to the Chiang Kai Shek's government friendly relation with the German government and province being under direct central government (not individual warlord) administration.
