It’s a federal highway too.

Reusing the same ramps sets the bridge at a similar height to the original. They will maybe want to make it higher to make better use of the max height provided by the power lines next to the bridge. They also probably want to make major support structures to be wider than the channel to allow concrete dolphins to be constructed between the supports and the channel.
The only actual solution I can see is to tunnel under the shipping channel, so that there is no bridge there in the first place that can be hit by ships or bombed. Like the bridge-tunnels in the Norfolk, VA, USA area. My solution would be a tunnel as on the Chesapeake Bay Bridge-Tunnel and the Hampton Roads Bridge-Tunnel and I-664 Bridge-Tunnel. No bridge over the shipping channel. The I-695 approach tunnel portal causeways are already in place, for the original design. MDTA planned a 6,200 foot long tunnel but advertised for bids and found that the bridge could be built for half the cost. Recent major bridges are being built with a 70 to 100 year design life. There are other late Interstate System era bridges with about 180 feet of clearance that maritime interests want to see replaced with 215 feet or more. Therefore it would be myopic to replace the Key Bridge with the same profile which provided 185 feet of vertical clearance. Granted the Bay Bridge's max clearance of 186 feet will rule what can get to Baltimore harbor, but if we are designing for 70 to 100 years in the future, we can count on the Bay Bridge being replaced long before then. So a new Key Bridge with 220 feet of max vertical clearance would be 0.5 to 0.7 mile longer than the current 1.6 miles. It would be wise to use a shallower grade than the about 4% existing, like about 2.5%. It may actually be less expensive to build the 6,200 foot long tunnel that was originally planned. I want to see an engineer's estimate.

I'd say a modern arch design would, at least somewhat, keep the spirit of the old one. (check either the Lupu Bridge or the Mingzhou Bridge in China as examples, both of which have longer main spans than the Key Bridge)

Bridge engineering has came a long way since the FSK was first proposed. A cable stayed bridge, such as the Gordie Howe bridge between Detroit, MI and Windsor, ONT (under construction) has the ability to span a much larger distance between support columns than the FSK. The supports would be so close to shore, that a ship would not be able to hit them, and it would have run aground long before it would get close to it. They are also very beautiful bridge designs.

At 2,800 feet it is still much shorter than the Golden Gate Bridge of 4,200 feet built in the 1930s. The span of open water at I-695 is about 5,200 feet. It would need 4,000 feet of span to put the towers in shallow enough water so that a heavy ship could not reach them. Many large bridges are beautiful. However, a tunnel is the safe and effective way to cross the outer harbor.
Problem with a tunnel is this. Hazardous Materials loads are prohibited in the tunnel. If you have a hazmat load. Say going to or picking up from the port. What can you do?
