My 3070 performs the same at these settings.
You're not at all maxed out. DLSS at 66% means you're only computing 66% of the picture the rest is artificially filled in to make low end graphics cards still put out a fairly nice image. But to my understanding you don't have a low end graphics card...
If you want to make full use of your 4090 graphics card, you have to change some settings:
- Either use TSR Epic and set the 3D resolution to native (100%) or no AntiAliasing at all. (DLSS does not support Nanite)
- Enable Nanite (all meshes are 100% sharp no matter the distance, no more low poly meshes on far away objects)

If these is what the 4090 can du 99fps plus diss on max setting with lumen and Nanite in 4k then I can’t imagine what the 5090 can do maybe 144fps or 130fps or somewhere between on maxed
