What are you talking about? Officially there is 16.5% of Poles in Vilnius, 12% of Russians, 3.5% Belorussians and number of Ukrainians have increased. All of them speak Russian BTW, which makes them almost half of the population. So it's not entirely Lithuanian.

these statistics are from 2012, so the fact is there is definitely a little less than 16,5
