Your value hands will have more than 33%, your pure bluffs may will likely not allowing you to fold. You don’t want to 3bet the part of your range which is in between value and bluff, because then you lose a lot of equity. TLDR: The question says how much can you invest in a 3bet AND STILL FOLD TO A 4BET? So no.

All this is assuming your opponents are playing a GTO strategy. Where as my Thursday night game, most of them can’t spell GTO.
