I'm pretty sure it normally would, but if things happen like an occupation or a late running train then it could possibly run as 9561 or maybe not run at all.
I think the term 'goods train' was used back in the 20th century when most trains carried a short amount of dry goods like wheat and wet goods like milk. Over the years the word freight has become a word used for (long) goods trains therefore making it a freight train.
